NSC was founded and first led by the Reverend Arthur E. Higgins as a mission partner with the Connecticut Conference of the United Church of Christ. The original purpose was to assist local volunteers to create non-profit organizations to enhance their local housing communities. Since, 1982 it has been an independent non-profit corporation.
Since its founding in 1970, NSC has developed housing for the elderly, non-elderly disabled, and low and moderate income families primarily in Connecticut, and also in Rhode Island and Massachusetts. NSC has developed housing financed by federal Department of Housing and Urban Development (HUD) programs, Connecticut Department of Economic and Community Development (DECD), Connecticut Housing Finance Authority (CHFA), Department of Agriculture, Rural Development Division (USDA-RD), Connecticut Health and Educational Facilities Authority (CHEFA) tax exempt bonds, and commercial lending.
NSC has worked with several architects and many contractors for economical development of space that is as attractive and efficient as it can be within the financial constraints of the particular purpose desired. NSC is sensitive to the fair housing marketing requirements as well as the future lives of the residents and the long-term costs of maintenance. NSC has provided more than 2200 units of housing and a 98-bed nursing facility and is currently planning to expand with the addition of more elderly housing units. All the facilities managed are owned by non-profit corporations, towns or residents’ associations.
